They are Pioneers from 1RCR(pretty sure it's 1) in Bosnia(or Kosovo?). I'm pretty sure the pic is from the 90's, not the 80s or 2005 as what the link above says. If it was 2005 they would be in CADPAT and I believe by then the Assault Pioneers were gone.

They are wearing the OD Goretex/Combat Jackets which I think came out in the later half of the 1990s.
