You cannot modify a firearm to be a bullpup, some factory bullpups can be bought, so long as they meet the standards set. I wasn't sure on the legality of just the stock, as far as I knew, it was legal UNTIL put onto a rifle, but it makes more sense that it would just be illegal altogether.
