In such case, north face, mec and deuter are great. I've also used a Swiss army or Swiss gear whatever laptop backpack for years and it is holding up well. All my heavier duty mec packs are also amazing. |

As for tac gear in public, just like anything, dont be a retard and you should be good.
Molle radio/ waterbottle pouch is okay,
