I dunno about that, I'd say $350-$700. I don't see anything wrong with starting with a JG or ECHO1, hell even a Kraken if you're not the type to set screwdrivers on fire. The $700 ceiling is for the rare but still important newcomers for whom money is no object.
I'd move the age restriction to the top of the list.
